The U.S. Federal Communications Commission has undertaken a study of the major internet service providers to determine if they are delivering the bandwidth (network speed) promised in their advertising. They chose to do so after it came to light that consumers have no real way of finding out for themselves what sort of bandwidth they are really getting. After the study was conducted a report was written and posted on the FCC website.

What Services the FCC Studied

To ascertain what was going on with consumer's Internet speeds, the commission sought to compare actual versus advertised speeds, sustained download speeds, sustained upload speeds, latency, effect of burst speed techniques and response to various types of applications the typical user may run such as web browsing, VoIP and streaming video.

The study took place over the month of June, 2011, and only the most popular packages sold to consumers were tested. To do the tests, the commission sought the assistance of 13 wireline ISPs as well as academic input from fellow researchers at MIT and Georgia Tech. While testing throughput speed, factors such as types of computer and network card, WiFi impacts and types of operating systems were factored into the results.
